Committee of the Whole Considers FY26 Budget

During Thursday night’s Hopkinsville Committee of the Whole meeting, Community Development Services Assistant Director, Holly Boggess, asked them to consider enhancing the West 7th Street entrance to downtown.

She says the money has already been reallocated from Legacy Hopkinsville for the $50,000 proposal from Bell Engineering.

The committee voted to send the matter on to the City Council.

Chief Financial Officer, Melissa Clayton, presented the committee with the 2025-2026 Operational Budget, which includes a few changes, including to the Fire Department budget.

It also includes a Technology Director/Public Information Officer position, which Clayton Summer moved to strike the PIO portion of, and the vote failed.

The Committee did take up a motion to fund Pennyroyal Arts Council ahead of the Hoptown Helps funding cycle. Councilwoman Amy Craig says Hoptown Helps will benefit all non-profits.

Clayton says the non-profits do not get lump sum allocations.

The vote to allocate $44,000 for the Pennyroyal Arts Council will go to the City Council and require an amendment to the existing municipal order.
