The City of Elkton is pursuing outside counsel for the administrative hearing with the state regarding the City Lake Dam. Mayor Arthur Green told City Council Tuesday night they had received a notice requesting a meeting to schedule the hearing.
click to download audioCity Attorney, Jeff Traughber says it would be a conflict of interest for him to represent the city as he is also the County Attorney. He adds it is also a specialized hearing, and so he is vetting the prospective attorneys.
In early 2024, Elkton hired GRW Engineering to study and make recommendations to bring the dam into compliance, costing the city over $42,000. Those reports were presented in May and August. In January 2025, the state rejected the remedies and reaffirmed the dam’s high hazard status. Green says this is the third engineering study that he is aware that was rejected by the state.
In other business, City Council discussed making changes to the Animal Ordinance.

click to download audioTraughber told them he would provide the ordinance regarding chicken runs that he created for Guthrie, so they can decide how they might change the existing ordinance to address roosters in the city limits.
Meanwhile, Green says they officially applied for a new TAP grant to pay for upgrades in the square, including raising all the crosswalks and better aligning them for visibility. The total grant request is $306,000, with 80% federal funding and the $61,200 local funds, hoping to be offset by a state matching fund grant.
