Former Trigg County Resident Arraigned On Child Sex Charges

A former Trigg County man extradited from the Philippines after he was indicted on child sex abuse charges appeared for an arraignment in Trigg Circuit Court Wednesday afternoon.

39-year old Richard Baker is charged with first-degree sodomy – victim under 12-years of age and promoting sex performance by a minor under 16-years of age.

Baker appeared before Judge C.A. “Woody” Woodall and stated he did not have a job and could not afford an attorney. Judge Woodall appointed a public defender with Jason Pfeil stepping in and entering a not guilty plea on Baker’s behalf.

Judge Woodall scheduled an initial pretrial conference for Baker to back in court at 1:00 p.m. on July 10.

The charges stem from a Kentucky State Police investigation that began in March 2017 after they reportedly received information Baker had sexually abused a child under 12-years of age while he lived in Trigg County. During the investigation, police said detectives worked with multiple agencies and found Baker was working overseas and the victims had moved out of Kentucky. A Trigg County Indictment Warrant was issued for Baker on May 16, 2018, and with the help of the U.S. Marshal Service and Interpol, Baker was reportedly found in the Philippines in February 2019. He was flown back to the United States to face the charges and extradited to Kentucky on April 30, 2019.
