The panel created to review cases involving child deaths, and severe abuse or neglect, says redacted files have hampered its ability to fully investigate the cases. Reports indicate the Child Fatality and Near Fatality External Review Panel has identified some trend data among case files for 55 incidents provided by the Cabinet for Health and Family Services, including that many of the cases involve substance abuse and mental health issues.
The group, which met for the second time Monday, is proposing that it become a permanent fixture and be allowed to do some of its work outside the public records law which would give members full access to cases.
