A Hopkinsville man was charged with cruelty to animals after a dog was found with no food or water at his home on Maplelawn Street Monday afternoon.
Hopkinsville Police say a dog owned by 27-year-old Kevin Rippeon was found on a short leash with no food, water or shelter.
He is charged with second-degree cruelty to animals.
